PRINCIPAL OFFICER, ACCOUNTING STANDARDS ASB 4 REF:PSASB/03/2022
Terms of engagement: Permanent and Pensionable
a) Job Summary
Reporting to the Manager Accounting Standards, the officer will be responsible for:
i) Participating in the Development and implementation of accounting standards and
financial reporting strategies, policies and procedures.
ii) Participating in setting and implementation of generally accepted accounting and
financial standards by all non-commercial public sector entities.
iii) Participating in the setting of generally accepted accounting and financial standards
for non-commercial public sector entities.
iv) Participating in the process of prescribing the minimum standards of maintenance of
proper books of accounts for all levels of Government.
v) Participating in development and implementation of Accounting Standards guidelines
by non-commercial public sector entities.
vi) Assisting in the development and review of templates and formats for financial
statements and reporting to enable non-commercial public entities in compliance with
prescribed standards.
vii) Providing input on gazettement and the effective dates of implementation of
Accounting Standards, Frameworks & guidelines.
viii) Facilitating implementation of the prescribed Frameworks, Accounting Standards, and
guidelines by non-commercial public entities and provide recommendations.
ix) Participating in research and development activities related to accounting standards in
the organization.
x) Implementing and monitoring transition to Accrual accounting for non-commercial
Public Sector entities
xi) Drafting responses to Exposure drafts and make presentation on draft standards
developed by the International Public Sector Accounting Standards Board (IPSASB).
xii) Providing input in the development of learning materials and facilitate training and
capacity building of accounting standards in non-commercial public entities in
compliance with the set frameworks, standards, & guidelines.
xiii) Implement and monitor risk management Strategies and Business Continuity Plans in
the Accounting Standards Directorate.
xiv) Assist in Co-ordination of public participation in the development of guidelines and
manuals.
xv) Develop an online repository for accounting standards learning materials and
publications
xvi) Implement business plans, work plan and annual operating budgets of the Division.
b) Job Specifications
The successful applicant must meet the following specifications:
i) Served in a Financial, Accounting, Banking or Audit Function in a reputable
organization for a minimum period of Nine (9) years three of which must have been in
a senior position in a reputable organization
ii) Bachelor’s Degree in any of the following disciplines: - Finance, Accounting, or
equivalent qualifications from a recognized institution.
iii) Masters degree in any of the following disciplines: - Finance, Accounting, or equivalent
qualifications from a recognized institution will be an added advantage.
iv) Be a holder of CPA (K)/ACCA, CIFA or equivalent membership to a professional Body;
v) Be a full member of ICPAK in good standing
vi) Management course lasting not less than four (4) weeks; from a recognized
institution.
vii) Be of proven integrity, transparency and accountability
viii) Certificate in computer application skills from a recognized institution
ix) Demonstrated managerial, administrative and professional competence in work
performance and results
x) Meet the requirements of Chapter Six of the Constitution
