DEPUTY DIRECTOR, INFRASTRUCTURE DEVELOPMENT NAMATA
GRADE 3 (1) POST
The Deputy Director, Infrastructure Development is responsible to the
Director Projects & Programmes for the planning, coordinating,
developing, delivery, and maintaining of Mass Rapid Transit System
(MRTS) and Non-Motorized Transport (NMT) Infrastructure Projects
and Programmes within the Nairobi Metropolitan Area
`
(a) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Coordinates the development and implementation of MRTS and
NMT policies, strategies, standards, procedures and guidelines;
(ii) Oversees the development and maintenance of MRTS and NMT
infrastructure and associated facilities;
(iii) Ensures MRTS and NMT services are integrated with other modes
of public transport;
(iv) Liaises with the implementing entities to ensure development
works are delivered as per schedule and to the specified quality;
(v) Oversees priority programmes and project implementation
through set timelines, budgets and resource allocation;
(vi) Ensures the preparation of periodic programmes and projects
reports;
(vii) Spearheads the Identification of MRTS and NMT Infrastructure
development priority areas for funding;
(viii) Coordinates the preparation of funding proposals for projects and
programmes;
(ix) Oversees the preparation of contracts for MRTS and NMT
infrastructure development;
(x) Partners with external finance agencies for resource mobilization
and developing various project-financing models;
(xi) Coordinates the preparation of tender specifications and
documents for MRTS and NMT infrastructure works;
(xii) Reviews the generated reports on projects and programmes;
(xiii) Coordinates the identification and preparation of list of lead actors
for corporate resource mobilization;
(xiv) Reviews policies, analytic briefs and reports;
(xv) Oversees the integration of Public Transport and land use
planning in the Nairobi Metropolitan Area (NMA); and
(xvi) Oversees the design development and maintenance of MRTS
stations, depots and associated Infrastructure.
(b) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) A minimum period of ten (10) years in relevant work experience
and at least three (3) years in supervisory role in a position in the
Public Service or Private Sector;
(ii) Master’s degree in Civil Engineering, Architecture, Project
Management/ Construction Management or any other relevant
qualifications;
(iii) Bachelor’s degree in Civil Engineering, Architecture, Project
Management/ Construction Management or Equivalent
qualifications;
(iv) Management course lasting not less than four (4) weeks from a
recognized institution;
(v) Registered with an accredited and recognized professional body
(vi) Proficiency in computer skills
(vii) Demonstrated results in work performance; and
(viii) Fulfil the requirements of Chapter Six of the constitution
(c) Functional Skills, Behavioral Competencies/Attributes

(iv) Negotiation skills

first schedule (s.13) and self-declaration form stamped by the
EACC.
