Position Summary
The Deputy Director, Knowledge Management is the head of the department
with responsibility of leading and coordinating the knowledge management
programmes of the Institute and foster a knowledge driven culture anchored
on knowledge management principles and practices in the processing,
storage and sharing of Institutional knowledge and the maintenance of a
repository of all government policies and in the maintenance of databases
and datasets.
Key Responsibilities
Duties and responsibilities will entail: -
(i) Ensuring compliance with the legal depository and requirements;
(ii) Ensuring compliance with the repository requirements for the policy resource center;
(iii) Developing and coordinating the implementation of knowledge management policies and strategies and procedures in consultation with other members of the Institute;
(iv) Developing and implement systems for creation, capture, processing, storage and sharing of the Institute's knowledge;
(v) Facilitating Monitoring and evaluation of knowledge management activities and implement corrective measures;
(vi) Overseeing the preparation and implementation of annual work plans, budgets and reports of the department;
(vii)Conducting staff performance appraisals in the department;
(viii) Overseeing preparation, the implementation of Library publication and database management activities;
(ix) Approving the content of all publications before it is published;
(x) Developing and implement the policies and procedures for the policy resource Center;
(xi) Ensuring provision of adequate knowledge management infrastructure;
(xii)(xii) Ensuring effective internal and external distribution of research outputs;
(xiii) Ensuring compliance with relevant legislation such as copyright, data protection and intellectual property;
(xiv) Managing the development and use of the organizations internal information knowledge systems and databases;
(xv) Promoting a culture of knowledge sharing;
(xvi) Developing and implement mechanisms for tapping tacit knowledge at the
Institute;
(xvii) Ensuring the department generates income as per the Institutes set targets;
(xviii) Appraisal of staff in the department; and
(xix) Motivating staff in the department and ensuring team work as well as maintain good working environment.
Qualifications
For appointment to this grade, a candidate must have:
(i) Bachelor’s degree in any of the following disciplines: - Information Science, Publishing, Communication Knowledge Management or equivalent qualification from a recognized institution;
(ii) Master’s degree in any of the following disciplines: Information Science, Publishing, Communication Studies, Knowledge Management or equivalent qualification from a recognized institution;
(iii) Nine (9) years’ experience in information sciences, three (3) of which must be at management level;
(iv) Professional qualification and affiliation;
(v) Leadership course lasting not less than four (4) weeks from a recognized institution;
(vi) Computer skills in desktop publishing software’s and knowledge of information systems and applications; and
(vii) Fulfil the requirement of Chapter six (6) of the Constitution.
