Job Description
REF: TUR/CPSB/040/2022/2023; DIRECTOR REVENUE, JOB GROUP “R”,
POSITION: ONE (1).
The County Director Revenue will be responsible to the County Chief Officer in interpretation and
implementation of the Public Finance Management Act, 2012, regulations, rules and any other
related laws which may be enacted to guide the revenue function in the county.
Duties and responsibilities
a) Day to day running of the county revenue collection section;
b) Implementing county policies and regulations on revenue;
c) Developing and implementing plans to operationalize the county revenue to enhance effective
revenue collection and growth;
d) Designing effective, efficient and secure systems of collecting revenue;
e) Maintain records of all the revenue sources/centers, rates and revenues collected;
f) Setting up and projecting regular revenue trends for planning and decision making in the
county;
g) Planning, formulating strategies and identifying sources of revenue;
h) Submitting regular reports on matters of revenue collection, and;
i) Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Deputy Director of Revenue for a minimum period of Ten (10) years or
in any comparable and relevant position in the Public Service or Public Sector;
b) Bachelor’s degree in any of the following discipline: Economics, Commerce, (Accounting or
Finance Option), Business Administration/Business Management (Accounting or Finance
Option), Finance, Accounting or any other equivalent qualification from a recognized
institution;
c) Master’s Degree in any of the following discipline: Business Management, Economics,
Finance or in any other related qualification from a recognized institution will be added
advantage;
d) Certified Public Accountant (CPA-K) in good standing;
e) Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
f) Certificate in Computer Application from a recognized institution; and
g) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the revenue collection function.
