REF: TUR/CPSB/043/2022/2023; ASSISTANT DIRECTOR BUDGET, JOB
GROUP “P”, POSITION: ONE (1).
Assistant Director Budget will be responsible to Deputy Director Budget in matters related to
Budget in the County.
Duties and responsibilities
a) Coordination of budget preparations for various ministries;
b) Scheduling of expenditures consistent with work plans and contract liability projections for
identification and budgeting of contractual and legal financial obligations;
c) Coordination of preparation of annual work plans, procurement plans and cash management;
d) Convening shareholders consultations; result based performance, risk management and
development reforms in the budget making process
e) Taking responsibility for resource allocation and analysis of programme performance targets;
f) Consolidating sub-county budget for recurrent and development votes;
g) Negotiating with ministries on expenditure proposals to be factored both in printed and revised
estimate;
h) Preparation of sub-quarterly expenditure forecast as basis for discussion with county treasury
for release of funds;
i) Monitoring and evaluating expenditure on projects and programmes implementation on
periodic basis and ensure timely and corrective measures are taken, and;
j) Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Principal Budget Officer for a minimum period of three (3) years or in
any comparable and relevant position in the Public Service or Public Sector;
b) Bachelor’s degree in any of the following discipline: Economics, Commerce, (Accounting or
Finance Option), Business Administration/Business Management (Accounting or Finance
Option), Finance, Accounting or any other equivalent qualification from a recognized
institution;
c) Master’s Degree in any of the following discipline: Business Management, Economics,
Finance or in any other related qualification from a recognized institution will be added
advantage;
d) Certified Public Accountant (CPA-K);
e) Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
f) Certificate in Computer Application from a recognized institution; and
g) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the budgeting function.
