POSITION: ONE (1),
The County Director Water Services will be responsible to the County Chief Officer in
interpretation and implementation of the Water Act and regulations, rules and any other related
laws that are in place and which may be enacted to guide water services function.

Duties and responsibilities
a) Water sector programmes implementation and coordination within the county;
b) Ensuring that all designs, reports and drawings are produced and signed at the relevant levels;
c) Liaising with other institutions on the implementation of projects and programs related to water
within the county;
d) Preparation of performance reporting drafts for water services providers and staff working in
the department;
e) Preparing professional and quality standards for construction of water supply and sewerage
infrastructure;
f) Overseeing the construction of water services and sewerage works undertaken directly or by
contract;
g) Formulating, monitoring and evaluating requirement of physical and financial progress of
development projects and programs;
h) Verification of technical tender documents on water supply and sewerage infrastructure;
i) Implementing water pricing policies and strategies for rural, urban and waste water systems;
j) Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Deputy Director Water Services for a minimum period of three (3) years
or in any comparable and relevant position in the Public Service or Public Sector;
b) Bachelor’s degree in Civil Engineering or its equivalent qualification from a recognized
institution;
c) Master’s degree in Civil Engineering or its equivalent qualification from a recognized
institution will be added advantage;
d) Registered by Engineers Board of Kenya (EBK) as an engineer;
e) Member of Institution of Engineers of Kenya (IEK);
f) Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
g) Certificate in Computer Application from a recognized institution; and
h) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the water services function.
