PRINCIPAL LEGAL OFFICER – AVIATION GOVERNANCE AND
COMPLIANCE - KCAA GRADE 4 (REF: CS/04/23)

REPORTS TO MANAGER LEGAL AND COMPLIANCE
a) Job Description
Duties and Responsibilities will entail:
i. Rendering professional legal advice to the Authority on the ratification and
domestication of international conventions related to Aviation matters.
ii. Initiating drafting of national laws to enhance implementation of international
conventions related to the Aviation sector.
iii. Ensuring proper maintenance and management of records related to Aviation
Law and prepare periodic reports.
iv. Ensuring enforcement of the Civil Aviation Act and regulations.
v. Ensuring the key issues and needs of Authority in terms of the Aviation
industry are astutely represented in legal fora in international, regional and
national conferences, meetings and workshops.
vi. Collaborating with other organizations and networks where appropriate,
locally, regionally and internationally to improve the Aviation legal sector.
vii. Initiating review of Aviation legal instruments and Aviation policy documents
on behalf of the Authority.
viii. Implementing amendments and changes of international Aviation legislations
and other Kenyan laws.
ix. Undertaking legal correspondences relating to Governance and compliance
with the Aviation Safety Security Regulations, ICAO annexes, SARPs and Civil
Aviation Regulations as well as enforcement.
x. Maintaining a register of Aircraft securities, including mortgages and liens.
xi. Preparing and/or interpreting legal opinions and offering guidance on
Aviation Law.
xii. Providing legal advice on registration matters (including aircraft, Aviation
personnel, legal instruments) and compliance to the Aviation Law and
conditions thereof.
xiii. Undertaking legal research and preparing opinions on matters affecting the
Authority.
xiv. Initiating the enactment of the legislation proposed by the Authority through
the Attorney General’s chambers and the line Ministry.
xv. Advising on the participation in International, regional and national forums
related to the Aviation Law sector; and
xvi. Coordinating the implementation of Board resolutions in furtherance to safe
Aviation Safety Security Regulations.
xvii. Facilitating the undertaking of legal audit and governance as appropriate.
b) Person Specifications
For appointment to this grade, an officer must have at least:
i. A minimum of ten (10) years’ work experience as a legal officer in a Law firm
or related field, three (3) of which must be in a supervisory role.
ii. Bachelor of Laws degree from a recognised Institution.
iii. Master’s degree in any of the following disciplines: International Aviation
Law, Public International Law, Environment Law, Employment/Labour Law, or
equivalent qualification from a recognized institution.
iv. Post graduate Diploma in Law from the Kenya School of Law.
v. Admitted as an advocate of the High Court Kenya.
vi. Hold a valid practicing certificate.
vii. Member of the Law Society of Kenya in good standing.
viii. Certificate in Management Course lasting not less than four (4) weeks from a
recognized institution.
ix. Shown merit and ability as reflected in work performance and results.
x. Proficiency in computer applications; and
xi. Fulfilled the provisions of Chapter Six (6) of the Constitution.
