POSITION: SENIOR SUPERINTENDENT PLANNING AND DESIGN ENGINEER

Terms of Service: Permanent
Basic Salary Scale: As provided for by the Salaries and Remunerations Commission
Duties and Responsibilities will entail:
i. Design and supervise the implementation of water and sanitation infrastructure.
ii. Prepare tender documents including engineering drawings, bills of quantities,
specifications and contract documents.
iii. Prepare Terms of Reference (TORs) and Requests for Proposals (RFPs) as required
for acquisition of various consultants.
iv. Prepare and submit technical, project and progress reports as required.
v. Supervise the construction and rehabilitation of Water and Sewerage Services
networks in assigned regions.
vi. Put in place sound repair and maintenance plans so as to ensure the continuous
availability of assets and operational efficacy and reliability.
vii. Prepare project proposals for funding from development partners
viii. Ensure that all engineering works and projects comply with standard operating
procedures and adhere to Safety Health and Environment Standards as stipulated by
regulatory authorities and in line with relevant legal requirements.
ix. Continually review engineering operations, work systems, equipment and
techniques and activities and generate improvement plans.
x. Train WSPs in technical aspects and other identified developmental areas.
xi. Engage in project formulation with Water Service Providers and ensure adequate
response to their needs
xii. Responsible for assisting with strategic and long-term water system planning.
xiii. Assisting with the reviews of water system capacity and service evaluations
associated with water service extension projects and other potential service growth
opportunities.
xiv. Provide project recommendations through the use of computerized hydraulic
modeling and analysis.
xv. Manage multiple projects and perform varied engineering assignments associated
with planning, design, or construction.
xvi. Gather and analyze water system data to assist in the preparation of strategic water
system planning studies.
xvii. Ensure scope and quality of work achieves the intent of all Design Concepts and
standards for capacity, performance, reliability, safety and regulatory compliance.
xviii. Develop technical information and concepts into feasible and effective engineering
approaches.
xix. Develop strategic and strong working relationships with engineering firms, vendors,
and contractors for the benefit of Taita Taveta County.
xx. Provide technical expertise on engineering and operational issues.
xxi. Contribute to effective communication by listening and providing constructive
feedback; supporting the creation of an open and honest work environment;
cascading and sharing knowledge and information relevant to other members of the
team and colleagues across the business.
xxii. Supervise, train, manage performance and motivate staff in the department to ensure
improvement of professional skills
Requirements for appointment:
i. Be a Kenyan citizen
ii. Holds a Bachelor of Science Degree in Water Engineering or Civil engineering from
a recognized institution.
iii. Must be a registered with Engineers Board of Kenya (EBK) and the Institution of
Engineers of Kenya (IEK) and be in good standing.
iv. Have a minimum of five (5) years specific working experience in planning, design,
construction and management of water supply and sanitation projects.
v. Have shown merit and ability to carry out duties and responsibilities at this level
vi. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010.
