POSITION: DIRECTOR WATER AND SANITATION JOB GROUP CPSB 03
Number of Posts: One (1) Post
Terms of Service: Four (4) Years Contract
Basic Salary Scale: As provided for by the Salaries and Remunerations Commission
Duties and Responsibilities will entail:
i. Developing, Implementing Monitoring and Evaluating strategic plans, programs and
projects in collaboration with other Departments and stakeholders.
ii. Preparing professional and quality standards for construction of Water supply and
Sanitation infrastructure.
iii. Overseeing the construction of Water and Sanitation works undertaken directly or
by contractors.
iv. Planning and supervising the programs and activities.
v. Organizing, directing, controlling and the co-coordinating the functions of the
department.
vi. Interpreting and applying National and County laws and other related statutes in the
department in line with the County goals and objectives.
vii. Developing appropriate County departmental policies, legal and institutional
frameworks for implementation.
viii. Overseeing preparation of annual work plan and financial budgets. Ensuring strict
compliance with all financial, budgetary and procurement procedures.
ix. Coordinating production, documentation, and dissemination of the relevant
information.
x. Performing other duties that may be assigned from time to time by the Chief Officer.
Requirements for Appointments
i. Be a Kenyan citizen.
ii. Be a holder of a Bachelor’s of Science Degree in Water and Environmental Engineering
or Civil Engineering from a Recognized Institution.
iii. Have a Certificate in Senior Management Course lasting not less than four (4) Weeks
from Kenya School of Government.
iv. Be registered with Engineers Board of Kenya (EBK).
v. Be a member Institution of Engineers of Kenya (IEK)
vi. Have knowledge and relevant work experience of not less than five (5) years of which
should be in senior management position.
vii. Demonstrate a high degree in professional and technical competence as reflected in
work performance and results.
viii. Demonstrate general administrative ability required for direction, control, and
implementation of water and sewerage engineering programs and projects;
ix. Be conversant with Policy formulation and implementation
x. Demonstrate a thorough understanding of the County Development goals and plans
towards attainment of Kenya Vision 2030.
xi. Demonstrate a thorough understanding and commitment to the values and principles
as outlined in Articles 10 and 232 of the Constitution of Kenya 2010.
xii. Be a strategic thinker, proactive and result oriented.
xiii. Have the capacity to work under pressure to meet strict deadlines; and
xiv. Have the ability to work in a multi-ethnic and multi-cultural environment with
sensitivity and respect for diversity.
