JOB ADVERTISEMENT FOR THE DIRECTOR GENERAL/
CHIEF EXECUTIVE OFFICER – KNQA 1
The Kenya National Qualifications Authority (KNQA) is a State Corporation established by
the Kenya National Qualifications Framework (KNQF) Act No.22 of 2014 under the
Ministry of Education. The mandate of the Authority is to coordinate and harmonize
education, training, assessment and quality assurance of all qualifications awarded in the
country; with the view to improving quality, relevance and international comparability.
Pursuant to this objective, KNQA hereby invites applications from suitably qualified
citizens for the above position as below:-
JOB PURPOSE
This position is anchored in Section 13 of the KNQF Act no. 22 of 2014. It is the topmost
Management office immediately after the Council. The Director General is the Chief
Executive Officer (CEO) of KNQA and is responsible to the Council with responsibilities for
the implementation of the Authority’s strategic goals and the management of its
resources. The DG/CEO is responsible for giving leadership for the achievement of the
Authority’s strategic objectives and goals. The DG/CEO is also responsible for the day-today operations and administration of the Authority.
JOB AND PERSON SPECIFICATION
a) Job Specification
The duties and responsibilities of the officer entails: -
Day-to-day running of the Authority and the implementation of the Council decisions and
will work in consultation with the State Department of Technical and Vocational Training
(TVET);
i. Secretary to the Council and custodian of the Authority seal;
ii. Ensuring linkage of Authority staffing to Organizational objectives;
iii. Being the accounting officer of the authority;
iv. Providing technical advice to the Council;
v. Providing leadership in reviewing and implementing KNQA strategic plans;
vi. Spokesperson of KNQA and brand ambassador;
vii. Implementing and monitoring decisions of the Council and appraising the Council
on the progress made;
viii. Overseeing the implementation of the mandate of the Authority including
establishment and maintenance of the KNQF, creating a Credit accumulation and
Transfer system, developing and implementing policies for recognition and
equation of foreign qualifications etc. and benchmarking with international best
practices, worldwide;
ix. Implementing policies, strategies of the Council and systems to ensure delivery of
quality service to internal and external clients;
x. Planning, monitoring and evaluating staff training and development programs;
xi. leading in change management;
xii. Managing KNQA financial and operational procedures;
xiii. Planning, directing and coordinating the administrative and office support
functions of the organization;
xiv. Coordinating and preparing business related proposals and resource mobilization
plans for the Authority as a reference point for managing the Qualifications
framework of the country; in partnership with the National Government and
counties;
xv. Ensuring effective communication between management and the Council, as well
as between different levels of management and stakeholders;
xvi. Providing leadership and fostering teamwork among employees;
xvii. Ensuring continuous achievement of the Authority’s financial and operational
strategic objectives in line with its uniqueness;
xviii. Ensuring that the authority leverages on technology in the delivery of its services.
b) Person Specification
For appointment to this grade, the candidate must have: -
i. Master’s Degree from a university recognized in Kenya;
ii. Doctorate is an added advantage;
iii. Has at least ten years professional experience in the management of a public or
private institution;
iv. Professional qualification and membership where applicable;
v. Leadership and management course lasting not less than four (4) weeks.
vi. Fulfil the requirements of Chapter 6 of the Constitution
vii. Proficiency in computer applications

TERMS OF SERVICE
The Director General/ Chief Executive Officer will serve for a term of Five (5) years and
may be eligible for re-appointment for a final term to acceptable performance. The salary
and other benefits attached to this position will be determined by the Council in
accordance with the approved salary structure.
