DIRECTOR HUMAN RESOURCE MANAGEMENT (1 POSITION) JOB GROUP ‘R’-
VACANCY NO. KSI/PSB/EA/8/2024
Requirements for Appointment:
i. Be a Kenyan Citizen.
ii. Bachelor’s degree in Human Resource management or any social sciences
degree from a recognized university;
iii. Master’s degree in HR related field, Strategic Management, Business
Administration, Public Administration or any related field from a recognized
institution will be an added advantage;
iv. Certified Human Resource Professional and a member of IHRM and of good
standing.
v. Certificate in leadership/management from a recognized institution.
vi. Proficiency in computer application skills.
vii. Served in comparable position in public service or private sector for a minimum
period of ten (10) years of which five (5) should be in a comparable position in a
reputable organization.
viii. Meets the requirements of Chapter Six of the constitution of Kenya.
The duties and responsibilities include: -
i. Overall in charge of human resource function in the county.
ii. Implement policies, guidelines on designed Organizational Structures and Staff
Establishment in the County Public Service;
iii. Management of human resource services to ensure that staff are properly
facilitated with a view to maintaining high motivation for effective performance
and high productivity;
iv. Lead in Human Resource functions which include recruitment, communication,
change management, performance management, discipline, remuneration,
staff welfare, human resource planning and staff development;
v. In consultation with authorized officer, determine optimal staffing levels and
utilization of human resource in the County Public Service;
vi. Initiate and coordinate research on market labour trends and develop strategies
for best practices in human resource management and development;
vii. In liaison with the County Public Service Board develop staffing norms,
organization culture and modeling for optimal use of human resource;
viii. Advise the Chief Officer on human resource matters;
ix. In consultation with CPSB, prepare and review Schemes of Service and career
progression guidelines; and
x. Any other duties as may be assigned from time to time.
