PRINCIPAL LIBRARIAN, KNEC GRADE 5 (1 POST)
a) Job Specifications
The duties and responsibilities of the officer will entail:
(i) Implementing measures to enhance efficient Library services at the Council;
(ii) Preparing Library work programs and budget;
(iii) Designing and implementing regulations, procedures and programs for the Council’s
library systems;
(iv) Overseeing the development and supervision of library staff;
(v) Establishing collaborations and partnerships with other Libraries and Resource
Centres for information sharing (e-library);
(vi) Planning and coordinating library services and programs;
(vii) Assessing and developing library collection and resources;
(viii) Developing outreach programs as part of the Knowledge sharing strategy in the
Council;
(ix) Providing professional and technical information on targeted areas of staff based on
wide readership experience;
(x) Creating and maintaining the Council’s repository;
(xi) Developing and maintaining the Council’s knowledge management system;
(xii) Creating communities of practice for staff and stakeholders;
(xiii) Overseeing the development and review of library policies within the Council and
evaluating their effectiveness;
(xiv) Carrying out inquiries, studies and research on matters relating to emerging library
operations and trends;
(xv) Coordinating the preparation of annual library resources procurement plans.
b) Person Specifications
For appointment to this grade, an officer must have:
(i) At least eight (8) years cumulative relevant work experience, three (3) of which
should have served at supervisory level;
(ii) Masters Degree in Library Science/Information Science/ Information Studies,
Business and IT, Library Studies or relevant field from a recognized Institution;
(iii) Bachelors Degree in Library Science/Information Science/ Information
(iv) Studies, Business and IT, Library Studies or relevant field from a recognized
(v) Institution;
(vi) Management Course lasting not less than four (4) weeks from a recognized
institution.
(vii) Demonstrated merit in work performance;
(viii) Membership to a professional body;
(ix) Proficiency in computer application;
(x) Fulfil the requirements of Chapter Six of the Constitution only for the successful
applicants.
