COUNTY DIRECTOR (ENVIRONMENT AND NATURAL RESOURCES); JOB GROUP ‘R’ – ONE [1] POST ADVERT NO. 38/2021/2022
Salary Scale: Ksh.115,290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
The Director for Environment and Natural Resources will be responsible to the Chief Officer – Water, Environment and Natural Resources for coordination and management of the Environment and natural resource function.
Specific Duties and responsibilities will entail:-
(i) Promoting the integration of environmental consideration into development policies, plans, programs and projects;
(ii) Undertaking policy research and analysis to support the integration of environmental and natural resource concerns into development plans.
(iii) Ensuring rational utilization and management of environmental and natural resources for sustainable development;
(iv) Coordinating the preparation of the environment report for the County;
(v) Preparation of quality environmental and natural resources reports;
(vi) Examination of land use patterns to determine their impact on the quality and quantity of natural resources
(vii) Preparation and issuance of the County Environment Action Plan
(viii) Undertake and coordinate research, investigations and surveys in the environment and natural resources
(ix) Carry out monitoring and evaluation of environmental issues in the County;
(x) Review Environmental Impact Assessment Reports;
(xi) Promote environmental public awareness, and ensure that all complaints are handled effectively and efficiently;
(xii) Liaising with various stakeholders on environmental issues.
(xv) Maintain the Asset Register for the sector and update it regularly be responsible for staff supervision, development and appraisal in the Directorate and other duties, which may be assigned.
Requirements for Appointment
(i) Served in the grade of Senior Assistant Director, Environment and Natural Resources for a minimum period of three (3) years;
(ii) Post-Graduate Diploma in any of the following disciplines: Environmental Science, Natural Resource Management or relevant environment-related degree from a recognized institution;
OR
Bachelor’s Degree in Environmental Science, Natural Resource Management or relevant environment-related degree from a recognized institution;
(iii) Masters Degree in any of the following: Environmental Science, Natural Resource Management from a recognized institution;
(iv) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
(v) Certificate in computer application skills from a recognized institution;
(vi) Should demonstrate knowledge and understanding of Environmental and Natural resources policies, legislations and regulations within the Republic of Kenya and the region;
(vii) Satisfy the requirements of chapter six of the Constitution of Kenya.
(viii) Demonstrated high degree of professional competence and administrative capability required for the effective planning, direction, control and coordination of the Environment and Natural Resources function
