Job Description

MANAGER, SUPPLY CHAIN MANAGEMENT – KWT3 (1 Position)
Duties and Responsibilities

i. Coordinate development and consolidation of the annual procurement and
disposal plan and their implementation;
ii. Recommend for transfer of a procurement or asset disposal responsibility to
another procuring entity by the head of the procuring entity when need arises;
iii. Liaise with the Public Procurement Regulatory Authority in respect of the Public
Procurement Regulatory Authority’s register of procuring agents;
iv. Coordinate/oversee maintenance and continual updating of registered suppliers
for the procuring entity under sections 57 and 71 of the Act;
v. Liaise with the National Treasury and the Public Procurement Regulatory
Authority on matters related to procurement and asset disposal;
vi. Coordinate and submit reports to the National Treasury and the Public
Procurement Regulatory Authority as required under the Act, Regulations and
guidelines of the Public Procurement Regulatory Authority;
vii. Monitor contract management by user departments to ensure implementation of
contracts;
viii. Ensure full compliance of procurement activities with the existing legal
instruments, Development partners’ Regulations; and the Agency’s Procurement
Manual;
ix. Oversee planning for the procurement all the assets and resources required in the
Agency in collaboration and coordination with other heads of sections and units
and thus contribute to its overall strategic planning of the Agency.
x. Oversee the distribution of all assets, goods and services whenever needed in
different sections and units in order to facilitate timely delivery of quality clinical
referral, research and training services in the Agency.
xi. Interpret the procurement component of the comprehensive strategic plan and
make short- and long-term operationalization plan for its implementation within
the allocate budget in the Agency.
xii. Oversee formulation of supply chain management systems/models, manuals,
policies and procedures for the Agency within the framework of the established
public procurement policies and practices;
xiii. Supervise supply chain management section staff together with their services in the Agency, to ensure that they offer timely supply chain services within the expected
standards, complying with the established policies, procedures and practices;
xiv. Mentors and coach staff in Supply Chain Management Department;
xv. Provide supply chain management advisory service to the Agency management
and other sections and units and other stakeholders through the appropriate
media; and
xvi. Oversee and coordinate monitoring and evaluation of progress and achievement
of the supply chain management section’s programmes, procedures, processes and
services in the Agency, and prepare and disseminate periodic reports
appropriately.

For appointment to this grade, a candidate must have.
A minimum period of ten (10) years relevant work experience three (3) of
which should have been in management.
ii. A Bachelor’s Degree in Commerce, Procurement and Supplies Management,
or equivalent qualification from a recognized institution;
iii. Have Masters Degree in Supply Chain Management, logistics or equivalent
qualification from a recognized institution;
iv. Have Diploma in Supplies Management or its equivalent qualification from
a recognized institution;
v. Have a Management Course lasting not less than four (4) weeks from a
recognized institution
vi. Be a member of professional body either KISM or CIPS in good standing;
vii. Proficiency in computer applications
viii. Have a management course lasting not less than four (4) weeks from a
recognized institution;
ix. Have Demonstrated results in work performance; and
x. Fulfilled the requirements of Chapter Six of the Constitution.
