MANAGER, HUMAN RESOURCE MANAGEMENT & ADMINISTRATION –KWT3 (1Position)
Duties and Responsibilities
i. Providing guidance in the development, interpretation, implementation and
review of human resource management and administration policies,
standards and guidelines;
ii. Oversee the development of effective HR policies, procedures, systems and
processes including recruitment, induction programs, training and
development, performance management, reward management and staff
welfare.
iii. Managing staff promotion, discipline and capacity building; developing,
reviewing and coordinating implementation of welfare and other incentive
schemes for the Agency;
iv. Monitoring the implementation of performance management systems;
supervise and monitor the performance appraisal / indicators for the HR and
Administration departments.
v. Coordinating staff level analysis in the Agency and recommending proposals
for succession planning and proper deployment;
vi. Coordinating the development and implementation of grievance handling
mechanisms;
vii. Overseeing staff separation in line with Policy and regulations.
viii. Managing the implementation of salary administration (Payroll
Administration)
ix. Initiating best practices in the management of human resource function;
x. Overseeing the management and administration of the pension scheme
xi. Overseeing the management and administration of Medical Insurance, WIBA
and Group life Assurance.
xii. Championing change management programmes in the Agency;
xiii. Monitoring and evaluating the effectiveness of training and development
programmes; and
xiv. Participate in the development of the Strategic Plan.
xv. Ensure the development of appropriate administration structures to ensure
effective and efficient service delivery and value for money.
xvi. Ensure compliance with statutory bodies.
xvii. Advice the Agency on facilities management including a disposal policy and
procedures.
xviii. Coordinating implementation of the Agency’s Training and Development
Plan.
xix. Coordinate the development of HR department budget and procurement
plan.
xx. Develop management reports matters of HR and Administration.
xxi. Represent the Agency in HR related forums and give guidance on current
government directives and circulars.
xxii. Ensure that internship/attachment opportunities are fairly distributed
xxiii. Oversee the maintenance of office facilities and equipment and overseeing
management of selected vendors to provide timely repair of maintenance of
office equipment, motor vehicles and ensure provision of utilities.
xxiv. Liaise with procurement for sourcing of service providers
xxv. Oversee transport matters including fleet management
xxvi. Registry Supervision
For appointment to this grade a candidate must have: -
i) A minimum period of ten (10) years relevant work experience three (3) of
which should have been in management
ii) A Bachelor’s degree in any of the following disciplines: Human Resource
Management or equivalent qualifications from a recognized institution;
iii) Have a Masters degree in any of the following disciplines: Human Resource
Management, Administration, Business Administration, qualifications or
equivalent qualification from recognized institution;
iv) Have a Management Course lasting not less than four (4) weeks from a
recognized institution
v) Member of the Institute of Human Resource Management in good standing
vi) Holder of a practicing certificate from the Institute of Human Resource
Management.
vii) Proficiency in computer applications;
viii) Demonstrated results in work performance;
ix) Good communication skills,
