DEPUTY DIRECTOR, NETWORK DEVELOPMENT AND
MANAGEMENT NaMATA GRADE 3 (1) POST
The Deputy Director, Network Development and Management is
responsible to the Director Public Transport Operations for developing,
coordinating, controlling, implementing and managing public transport
network information, database configuration and management
specifically for MRTS services, operational plans, MRTS facilities,
Traffic Management Centre (TMC), and Intelligent Transport System
(ITS) within the NMA.
(a) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Coordinates the preparation of the operational work plans and
budget for the department;
(ii) Coordinates the preparation of periodic reports by the department
(iii) Oversees the development and implementation of guidelines and
standards for public transport drivers and operators;
(iv) Manages customer satisfaction, employee and work environment
and corruption assessment surveys.
(v) Coordinates the development, implementation and reviews of
public transport operation’s policies, strategies, standards,
procedures and guidelines for the Authority;
(vi) Coordinates the management of operating contracts;
(vii) Coordinates the Management of MRTS ticketing and fare collection
systems
(viii) Ensures management of MRTS stations and depots;
(ix) Manages the development and implementation of public transport
service and fleet operations contracts
(x) Coordinates the development of detailed MRTS service and
operational plans including scheduling and routing within the
NMA;
(xi) Coordinates and monitors schedules of public transport
operations within the NMA;
(xii) Coordinates the controls and management of MRTS termini within
the NMA;
(xiii) Oversees quality of service contract and maintaining operator
penalty fund;
(xiv) Coordinates financial administration of public transport
programmes;
(xv) Oversees the management of Traffic Management Centre;
(xvi) Manages ITS System Configuration and Systems administration
(b) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) A minimum period of ten (10) years in relevant work experience
and at least three (3) years in supervisory role in a position in the
Public Service or Private Sector;
(ii) Master’s degree Transport Economics, Transport Engineering,
Transport Planning, Urban Planning/Design and Development,
Business Administration or equivalent qualification from a
recognized institution;
(iii) Bachelor’s degree in Standardization, Engineering, Architecture,
Urban Planning, Information Systems, Project Management,
Communication Technology, Computer Science, Electrical and
Electronic Engineering, Information Technology, or any other
relevant qualification from a recognized Institution;
(iv) Management course lasting not less than four (4) weeks from a
recognized institution;
(v) Certificate in project management from a recognized institution
(vi) Registered with an accredited and recognized professional body
(vii) Proficiency in computer skills
(viii) Good Communication skills
(ix) Demonstrated results in work performance; and
(x) Fulfil the requirements of Chapter Six of the constitution
