V/NO. 14/2022: COUNTY EXECUTIVE COMMITTEE MEMBER – PUBLIC SERVICE
MANAGEMENT, ADMINISTRATION & INFORMATION COMMUNICATION

Salaries and Remuneration: As prescribed by the Salaries and Remuneration Commission.
Duties and Responsibilities
The County Executive Committee Member (CEC) is the political head of the county
unit/department and his / her duties and responsibilities shall entail:-
i) Formulation, presentation and articulation of county executive committee memoranda,
sessional papers, and other policy issues emanating from the county unit/ department
to the County Executive Committee, and /or County Assembly or any other forums as
may be appropriate.
ii) He /She aids and advises the County Governor in the execution of government business
and provides general direction, coordination and overall supervision and performance
of the county unit/department for which he/she is responsible.
iii) Responding to county assembly questions touching on his/her unit/department
iv) Guiding the unit/department on policy issues to be implemented and providing policy
direction.
v) Oversee the administration and delivery of services in respective county government
agencies falling under his/her department.
vi) Provide policy direction in the planning, formulation and adoption of the County
Integrated Development Plan.
vii) Performing any other business that the Governor may assign him/her from time to time.
Requirements for Appointment
i) Be a citizen of Kenya;
ii) Hold a degree from a university recognized in Kenya;
iii) Have at least five (5) years knowledge, experience and a distinguished career in
Administration or Management in public service;
iv) Possess general knowledge of the County Government and functions of the County
Government;
v) Demonstrate an understanding of the County goals, policies and developmental objectives;
vi) Demonstrate leadership and management capacity including knowledge of financial
management and strategic people management skills;
vii)Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and
integrity; and
vii) Master’s degree or higher academic qualifications from a university recognized in Kenya will
be an added advantage
