KCCB-ACTS/9/2022/05 – PROCUREMENT OFFICER
JOB PURPOSE
The Procurement Officer is responsible for overseeing the procurement function to
ensure that all procurement is undertaken as per laid down laws, rules and
regulations while enforcing transparency and accountability in the procurement
process to ensure value for money. S/he will work in close collaboration with site
teams and KCCB ACTS staff.
KEY RESPONSIBILITIES
1. Provide technical leadership to drive the implementation of procurement and
supplies policies and plans aimed at cost effective acquisition of high quality,
materials, goods and services.
2. Prepare strategic procurement plans and budget outlining key activities to be
undertaken, the projected cost, funding sources as well as expected outcomes.
3. Develop and implement flexible and responsive procurement and stores
management system for monitoring and tracking costs as well as maintaining up-todate inventory of goods and services.
4. Develop detailed tender specifications and performance standards to facilitate
procurement of capital equipment, goods and services in strict compliance with the
organizations approved policy as well as donor requirements.
5. Provide oversight to sourcing in support of project activities and conduct training on
procurement, sourcing, contracting responsibilities, ethics and general guidelines.
6. Examine and re-evaluate existing contracts in line with performance.
7. Perform risk analysis regarding supply contracts and agreements.
8. Ensuring user departments adhere to procurement plans in line with budgets;
9. Carrying out market surveys, monitor and evaluate performance of the supply chain
function;
10. Ensuring sound partnerships with suppliers, clients and relevant government
agencies;
11. Ensuring timely, efficient and effective procurement of goods, services and works,
while strictly adhering to the procurement policy;
12. Establishing, in liaison with the relevant departments and end-users, quality
specifications of goods and services;
13. Reviewing the supply chain to ensure it is efficient and effective
14. Managing an annual supplier pre-qualification exercise;
15. Managing the disposal of obsolete and disposable items.
16. Secretary to the ad hoc disposal/procurement committee;
17. Oversee the maintenance and safeguarding of procurement records and
documents.
18. Any other duties that may be reasonably assigned.
Minimum Qualifications, Experience & Skills
1. Diploma in Purchasing and Supplies Management plus membership to a
professionally recognized body.
2. Minimum of three years working experience in purchasing and supplies
management gained from a large organization.
3. Working experience in donor funded public health program is an added
advantage.
4. Demonstrated knowledge of procurement / contracts principles, contracts
administration and finance or accounting.
5. Experience working under USG funded projects preferred.
6. Flexible work attitude with ability to work productively in a team.
7. Ability to work well independently to meet unexpected demands.
8. Develop and maintain relationships with project staff, donors and site teams.
9. Ability to identify problems, design interventions and oversee their
implementation.
10. Excellent oral and written communication skills in both English and Kiswahili.
