Job Description
REF: TUR/CPSB/039/2022/2023; DIRECTOR BUDGET, JOB GROUP “R”,
POSITION: ONE (1).
The County Director Budget will be responsible to the County Chief Officer in interpretation and
implementation of the Public Finance Management Act, 2012, regulations, rules and any other
related laws which may be enacted to guide the budget function in the county.
Duties and responsibilities
a) Preparation of budget and ensuring units’ adherence to the budget ceilings;
b) Control of budgetary commitments;
c) Financial evaluation and processing of major policy changes (i.e change will substantial
financial implications) within the programs/projects;
d) Monitoring and review of programmes implementation and taking corrective measures;
e) Coordinating budget preparation process;
f) Developing improved budgetary practices and systems within the county public service;
g) Monitoring and reviewing of financial and physical implementation of projects and
programmmes and initiating corrective measures;
h) Initiating policy changes with regard to the overall expenditure patterns;
i) Undertaking risk analysis in budget management;
j) Undertaking risk management for flagship projects /programs;
k) Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Deputy Director of Budget for a minimum period of three (3) years or
in any comparable and relevant position in the Public Service or Public Sector;
b) Bachelor’s degree in any of the following discipline: Economics, Commerce, (Accounting or
Finance Option), Business Administration/Business Management (Accounting or Finance
Option), Finance, Accounting or any other equivalent qualification from a recognized
institution;
c) Master’s Degree in any of the following discipline: Business Management, Economics,
Finance or in any other related qualification from a recognized institution will be added
advantage;
d) Certified Public Accountant (CPA-K) in good standing;
e) Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
f) Certificate in Computer Application from a recognized institution; and
g) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the budgeting function
