The County Director, Policy Planning, Monitoring and Evaluation will be responsible to the County
Chief Officer in interpretation and implementation of existing laws, rules and regulation and any
other related laws that may be enacted to guide policy planning, monitoring and evaluation function
in the county;
Duties and responsibilities:-
a) Prepare health care related monitoring and evaluation frameworks that align with
departmental goals, objectives, and indicators. Ensure that the frameworks are based on best
practices, are tailored to specific contexts, and address health sector’s needs.
b) Preparing collection tools, methodologies, and processes to capture relevant data, including
qualitative and quantitative information, and ensure the collection systems are efficient and
reliable,
c) Prepare and analyze collected data using appropriate statistical and qualitative analysis
techniques. Interpret findings and identify trends, patterns, and insights to assess health
programs, identify gaps, and recommend improvements.
d) providing policy direction in Health Records and Information Management issues, managing
health records and information management services;
e) formulating health records and information policies and procedures; formulating medico legal
rules and regulations;
f) providing advice on policy issues and procedures that affect the health records and
information services;
g) overseeing the development of health records monitoring and evaluation frameworks;
formulating guidelines on disclosure, confidentiality, safety, and security of health records
and information;
h) coordinating performance management in health records and information management;
i) Contributes to the preparation of the department annual budget and monitors the allocation
and expenditure of funds;
j) Prepares and monitors the department operational plan, ensuring that the work is carried out
according to plan and agreed targets achieved;
k) Prepare clear and concise reports, presentations, and visualizations in order to communicate
monitoring and evaluation results to the management, health facilities, and stakeholders.
l) Coordinate with the County Chief officer to integrate monitoring and evaluation activities
into project plans and budgets.
m) Coordinate and manage M&E activities, ensuring they are implemented within the agreed
timelines and budgets in the department.
Requirements and competencies for appointment:
i. Bachelor’s degree in Public Health/Social Science/Community Health and health systems
strengthening, Health Records and Information Management or a related field.
ii. Master’s degree from a university recognized in Kenya will be considered an added
advantage.
iii. Proven experience in participatory and results-based M&E knowledge and practical
experience in quantitative and qualitative research methods and statistical software
iv. Strong interpersonal, facilitation, and communication skills.
v. Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
vi. Certificate in computer application skills from a recognized institution;
vii. Demonstrated professional ability, high integrity and competence matched by a proper
appreciation and understanding for national and county goals, policies, objective and the
ability to relate the same to policy planning, monitoring and evaluation.
