Job Description
(a) Job Specifications
The duties and responsibilities of the officer will entail: -
(i) Providing leadership in formulation and implementation ICT strategies;
(ii) Ensuring adherence to ICT policies procedures and standards;
(iii) Overseeing ICT programs and activities;
(iv) Managing, coordinating and supervising ICT functions in the unit/division;
(v) Establishing mechanisms for disaster recovery and business continuity.
(vi) Drawing ICT budget and procurement plans;
(vii) Coordinating systems development, implementation and maintenance;
(viii) Liaising with users to ensure that their ICT needs are met;
(ix) Reviewing and evaluating feasibility studies and reports for implementation;
(x) Supervising and managing ICT projects within the planned time deadlines
and budget projections;
(xi) Coordinating information systems security audits, reporting and making
recommendations to strengthen ICT security systems;
(xii) Preparing work plans, conducting staff performance appraisal and
submitting performance reports;
(xiii) Developing and implementing measures for staff capacity building;
(xiv) Facilitating procurement of ICT equipment and services
(b) Person Specifications
For appointment to this position, an officer must have:
(i) At least ten (10) years cumulative relevant work experience, four (4) of
which should have served at management level;
(ii) Masters degree in Computer Science or its equivalent from a recognized
institution;
(iii) Bachelors degree in any of the following disciplines: Computer Science,
Information Communication Technology, Electronics Engineering or other
ICT related disciplines with a bias in computer science from a recognized
institution;
(iv) Certification in the following; Cisco Certified Network Associate (CCNA),
Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Systems
Developer (MCSD), Certified Information Systems Auditor (CISA) and Oracle
certification;
(v) Management Course lasting not less than four (4) weeks from a recognized
institution.
(vi) Demonstrated merit in work performance;
(vii) Membership to a professional body;
(viii) Proficiency in computer application;
(ix) Fulfil the requirements of Chapter Six of the Constitution for successful
applicants.
