Job Description
(a) Job Specifications
The duties and responsibilities of the officer will entail:
(i) Receiving, reviewing and forwarding monthly and quarterly reports by the
set timelines;
(ii) Ensuring that financial statements are produced on time as per all the
relevant legislation and financial regulations
(iii) Reviewing responses to audit queries and ensuring timely response to the
queries raised;
(iv) Implementing ISO procedures and work instructions;
(v) Preparing all foreign payments as per existing contracts or invoices
submitted; obtaining the best foreign exchange spot rates;
(vi) Verifying payment vouchers;
(vii) Verifying imprest accounted for and follow-up of outstanding imprests;
(viii) Ensuring timely and accurate payments of claims;
(ix) Keeping abreast with tax legislation and advise management;
(x) Ensuring timely processing of fuel requests for running national
examinations;
(xi) Requisition bank for blank cheque books, record in register issue the
same; custodian of all blank cheques;
(xii) Preparing revised estimates and draft annual budget; ensure budget
compliance; receive, review and forward monthly and quarterly reports by
the set timelines;
(xiii) Regularly reviewing internal control procedures and ensuring that the
existing internal control procedures are adhered to;
(xiv) Maintaining project accounts as per donors’ requirements and PFMA Act;
(xv) Implementing ISO procedures and work instructions;
(xvi) implementing the revenue collection system and making proposals for its
continuous improvement;
(xvii) Advising management on the valuation and revaluation of fixed assets.
(b) Person Specifications
For appointment to this grade, an officer must have:
(i) At least eight (8) years cumulative relevant work experience, three (3) of
which should have served at the supervisory level;
(ii) Masters Degree in any of the following: Economics, Commerce (Finance
Option) Business Administration, Business Management, Finance, Accounts;
or its equivalent from a recognized institution;
(iii) Bachelors Degree in any of the following disciplines: Finance, Accounts
Commerce (Finance Option), Business Administration, Business
Management, Economics or its equivalent from a recognized institution;
(iv) Certified Public Accountant CPA (K) or Association of Certified Chartered
Accountant (ACCA);
(v) Registered member with the Institute of Certified Public Accountants of
Kenya (ICPAK) in good standing;
(vi) Management Course lasting not less than four (4) weeks from a recognized
institution;
(vii) Demonstrated merit in work performance
(viii) Proficiency in computer application
(ix) Fulfil the requirements of Chapter Six of the Constitution for successful
applicants.
