Job Profile
Functional Purpose
Reporting to the General Manager, the Procurement Officer oversees the procurement function to ensure that all procurement is undertaken as per laid down laws, rules, and regulations, while enforcing transparency and accountability in the procurement process to ensure value for money.
Key roles
• Development and implement procurement policies and work plans, including procurement forecasts, priorities and anticipated requirements and disposals.
• Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.
• Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bids/proposal evaluation, including preparation of contracts
• Conducts market research to keep abreast of market developments regarding goods and services and use the feedback for value for money purchases
• Establishes approaches for negotiations and conducts all phases of negotiations with concerned, including negotiations of disputes arising from contracts.
• Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations.
• Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
• Develop detailed tender specifications and performance standards to facilitate procurement of capital equipment.
• Perform risk analysis regarding supply contracts and agreements.
• Responsible for the maintenance and safeguarding of procurement records and documents.
• Monitor contract management by user departments to ensure implementation of contracts in accordance with terms and conditions of the contract.
Qualifications and competencies
• Bachelor's degree in Purchasing and Supplies Management or any other relevant
• A minimum of 3 years relevant experience in purchasing and supply management
• Demonstrated knowledge of procurement/contracts principles, contracts administration, finance/accounting, and negotiation skills.
