PRINCIPAL SUPPLY CHAIN MANAGEMENT OFFICER, KNEC GRADE 5 (1 POST)
a) Job Specifications
The duties and responsibilities of the officer will entail:
(i) Implementing procurement strategies, policies, and procedures;
(ii) Implementing the annual procurement and disposal plans;
(iii) Providing secretariat services to committees incidental to the procurement of goods
and services, and disposal of assets;
(iv) Ensuring procured goods, services, and works are as per specifications;
(v) Raising purchase orders for goods works and services and forward for approval;
(vi) Initiating payment processing for goods, works, and services rendered and following
up to ensure payment;
(vii) Carrying out market surveys to inform procurement decisions;
(viii) Preparing contract documents and contract modifications;
(ix) Maintaining, safeguarding, and archiving procurement documents and records;
(x) Maintaining and updating the pre-qualified suppliers list and contract management
register;
(xi) Coordinating suppliers’ performance appraisals.
b) Person Specifications
For appointment to this grade, an officer must have:
(i) At least eight (8) years of cumulative relevant work experience, three (3) of which
should have served at the supervisory level;
(ii) Master’s Degree in Procurement and Logistics Management, Commerce, Business
Administration (Supplies Management Option), or equivalent qualification from a
recognized institution;
(iii) Bachelor's Degree in Procurement and Logistics Management, Commerce, Business
Administration (Supplies Management Option), or equivalent qualification from a
recognized institution; OR
Bachelor's degree plus a Post Graduate Diploma in Supplies Management/Logistics
and Procurement Management from a recognized institution;
(iv) Management Course lasting not less than four (4) weeks from a recognized
institution;
(v) Member of Kenya Institute of Supplies Management (KISM) of good standing;
(vi) Demonstrated merit in work performance; (vii) Proficiency in computer application;
(vii) Fulfill the requirements of Chapter Six of the Constitution only for the successful
applicants.
