DEPUTY DIRECTOR, TRANSPORT PLANNING NAMATA GRADE 3 (1)
POST
The role is responsible for coordinating, managing and supervising the
transport planning department’s functions through the development
and review of transport planning policies, plans, designs and
programmes for the implementation of Mass Rapid Transit System
(MRTS) and NMT within the Nairobi Metropolitan Area (NMA).
(a) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Coordinates the development, implementation and review of
transport planning policies, strategies, operations, systems,
standards and guidelines;
(ii) Manages the formulation and development of an integrated,
sustainable and evidential based public transport strategy for the
metropolitan area;
(iii) Ensures the development and implementation of a sustainable
urban mobility plan for the metropolitan area derived from the
strategy;
(iv) Coordinates the planning and regulation of the supply of adequate
and effective public transport system;
(v) Develops and reviews strategies to ensure overall improvement in
traffic flow, planned and programmed traffic engineering and
traffic management works within the Metropolitan Area;
(vi) Coordinates the appraising of public transport schemes within
Nairobi Metropolitan Area (NMA) for approvals;
(vii) Manages the development and implementation of the public
transport business & financial models;
(viii) Develops and reviews concepts and funding proposals for resource
mobilization;
(ix) Participates in Monitoring and evaluation of MRTS and NMT
projects and programmes;
(x) Supervises and appraises staff;
(xi) Reviews and recommends periodic department reports;
(xii) Reviews and follows up on implementation of departmental
programmes;
(xiii) Leads the preparation of annual work programmes and budgets
for the department;
(xiv) Represents the department in management meetings;
(xv) Monitors the implementation of the department budgets;
(xvi) Develops and reviews contract documents;
(xvii) Reviews and endorses training projections for the department
staff;
(xviii) Approves procurement plan for the Department.
(b) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) At least ten (10) years relevant working experience, four (4) of
which must have been at a management level;
(ii) Bachelor’s degree in any of the following fields: Economics,
Statistics, Mathematics, Strategic Management, Business
Development, Development Studies, and Business Administration
or equivalent qualifications from a recognized institution;
(iii) Master’s Degree in any of the following fields: Economics,
Statistics, Mathematics, Strategic Management, Business
Development, Development Studies, and Business Administration
or equivalent qualifications from a recognized institution;
(iv) Leadership course lasting not less than Four (4) weeks from a
recognised institution.
(v) Management course lasting not less than four (4) weeks from a
recognized institution;
(vi) Registered with an accredited and recognized professional body;
(vii) Proficiency in computer skills;
(viii) Fulfil the requirements of Chapter Six of the Constitution.

first schedule (s.13) and self-declaration form stamped by the
EACC.
