Job Description
REF: TUR/CPSB/028/2022/2023; DEPUTY DIRECTOR DISASTER MANAGEMENT,
JOB GROUP “Q”, POSITION: ONE (1).
The Assistant Director Disaster Management will be responsible to the Director Disaster Management for
coordinating of Disaster Preparedness, implementation of policies and programmes.
Duties and Responsibilities:-
i. Implement policies and strategies designed to effectively position Turkana as a lead county
in disaster, drought management and climate change adaptation;
ii. Coordinate all drought management and climate change activities by stakeholders at the
county level and ensure that strong coordinated mechanism are at place and improve the
ability of the county to prevent, mitigate and prepare for the adverse impacts of disasters,
drought and climate change;
iii. Oversee the establishment of effective risk management and control system in order to
improve disaster management effectiveness;
iv. Ensure that the county drought and disaster early warnings systems consolidate all data
from all relevant sources and provide timely and credible early warning information
aligned to the needs of the users;
v. Liaise with Non-Governmental Organizations (NGO’s)’s and other stakeholders to
develop strong evidence base support of investing in disaster and drought resilience and
preventive programming;
vi. Provide strategic leadership and direction in formulating, development, implementation
and evaluation of the county strategic plan on disaster and drought prevention/mitigation;
vii. Implement an effective communication and public relations strategy to ensure that all
stakeholders have access to information on drought and disaster for them to make informed
decisions; and,
viii. Undertake any other duties that may be assigned from time to time.
Requirement for Appointment
For appointment in this grade, a candidate must have:-
(i) Served in the grade of assistant Director of Disaster Management for a minimum period of three
(3) years or in any comparable and relevant position in the Public Service or Public Sector,
(ii) Bachelor’s degree in any of the following discipline in any of the Social Science;
(iii) Attended Senior Management Course lasting not less than four (4) weeks or equivalent
qualification from a recognized institution;
(iv) Must have excellent communication and interpersonal skills to inspire and motivate development
partners, employees, volunteers and diverse client groups; and
(v) Demonstrate a thorough understanding for national goals, policies, objectives and the ability to
relate them to the administration function.
(vi) Shown merit and ability as reflected in work performance and results.
