REF: TUR/CPSB/034/2022/2023; DIRECTOR AGRICULTURE, JOB GROUP “R”,
POSITION: ONE (1)
Director Agriculture will be responsible to County Chief Officer in matters related to Agriculture
in the County.
Duties and responsibilities
a) Coordination of the implementation of agricultural development policies programmes
and projects within the County;
b) Coordination of the agricultural extension services, research liaison, agricultural
education, training programmes and other cross -cutting issues in the County;
c) Coordination of the preparation and implementation of work plans and budgets in the
agriculture Sub-sector.
d) Member to various relevant Boards and Committees operating at County levels;
e) Provision and improvement of administrative links between the County and the field
services;
f) Management of resources in the Agriculture Sub-sector
g) Participation in monitoring and evaluation of projects and programmes within the
County;
h) Promotion of collaboration of stakeholder participation in extension delivery;
i) Participation in field days, exhibitions and shows/trade fairs;
j) Preparation and implement of performance contract for the Agriculture Sub-sector;
k) Oversee the operations of Farmers & Staff Training institutions;
l) Represent government position in the agricultural boards, committees and institutions as
provided by the law
m) Identify impediments and constraints to implementation of policies and programmes and
projects in the county
n) Develop and enact bills and regulatory frameworks for county specific policies
o) Develop linkages within the agricultural sector and with other relevant stakeholders
including National and regional organizations for Agricultural development
p) Mainstreaming Integrity Assurance in projects and programmes;
q) Appraising staff;
r) Coordination and compilation of periodic reports;
Requirement for appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Deputy Director of Agriculture for a minimum period of three (3) years
or in any comparable and relevant position in the Public Service or Public Sector;
b) Bachelor’s degree in any of the following discipline: Agricultural Engineering, Agricultural
and Bio-Systems Engineering, Soil Water and Environment Environmental Engineering,Environmental and Bio-System Engineering, Biomechanical and Processing Engineering, Soil
and Water Engineering or any other equivalent qualification from a recognized institution;
c) Master’s degree in any of the following discipline: Agricultural Engineering, Agricultural and
Bio-Systems Engineering, Soil Water and Environment Environmental Engineering,
Environmental and Bio-System Engineering, Biomechanical and Processing Engineering, Soil
and Water Engineering or any other equivalent qualification from a recognized institution will
be added advantage;
d) Registered as engineer with Engineers Registration Board (ERB);
e) Membership with the institute of Engineers of Kenya (IEK);
f) Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
g) Certificate in Computer Application from a recognized institution; and
h) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the irrigation function.
