COUNTY DIRECTOR (CO-OPERATIVE DEVELOPMENT) – JOB GROUP “R” – ONE

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
Duties and Responsibilities
The Director Co-operative Development will be responsible to the Chief Officer, Livestock,
Fisheries and Cooperative Management for the coordination and management of the
cooperative movement in the County.
Specific duties and responsibilities will entail:-
(i) Providing technical advice on cooperative investments, finance, credit,
marketing, project management, extension and advisory services;
(ii) Developing and ensuring implementation of policies;
(iii) Enforcing compliance with co-operative legislation;
(iv) Designing, coordinating and monitoring the implementation of cooperative
activities, programmes and policies; carrying out market research and
disseminating research findings;
(v) Preparing and validating registration and de-registration of co-operative
societies;
(vi) Monitoring co-operative societies’ liquidation process;
(vii) Developing education and training packages for the co-operative movement;
(viii) Promoting value addition and processing;
(ix) Conducting co-operative banking inspections;
(x) Undertaking co-operative risk assessment;
(xi) Developing new financial products, new credit policies and other co-operative
ventures; and be responsible for staff supervision, development and appraisal
in the directorate.
Requirements for appointment
For appointment to this grade, an officer must have:-
i) Served in the grade of Senior Assistant Commissioner/Senior Assistant Director
for Co-operative Development for a minimum period of three (3) years;
ii) Bachelor degree in any of the following disciplines:- Commerce, Business
Administration, Agriculture, Economics, Statistics, Mathematics, Sociology,
Agricultural Economics, Agricultural Engineering, Co-operative Management,
Marketing, Entrepreneurship, Management and Organizational Development,
Finance or Agri-business from a recognized institution;
iii) Master degree in any of the following disciplines:- Commerce, Business
Administration, Agriculture, Economics, Statistics, Mathematics, Sociology,
Agricultural Economics, Agricultural Engineering, Co-operative Management,
Marketing, Entrepreneurship, Management and Organizational Development,
Finance or Agri-business from a recognized institution;
iv) Post graduate diploma in cooperative management for those with a bachelor’s
degree in other fields other than in cooperative management will be an added
advantage;
v) Strategic Leadership Development Programme lasting not less than six (6)
weeks for a recognized institution;
vi) Certificate in computer applications from a recognized institution; and
vii) Demonstrated managerial, administrative and professional competence in
work performance and exhibited a thorough understanding of national policies,
objectives and ability to relate them to the Co-operative Development and
Marketing function;
viii) Satisfy the requirements of chapter six of the Constitution of Kenya.
