COUNTY DIRECTOR (TRADE) – JOB GROUP “R” – ONE [1] POST ADVERT NO. 20/2021/2022
Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
The Director Trade will be responsible to the Chief Officer Trade, Commerce and Industry for the overall promotion and implementation of trade development projects and programmes in the County.
Specific duties are responsibilities at the will entail:-
(i) Guiding and supervising the implementation of government policies, strategies and programmes on domestic trade and investment;
(ii) Providing consultancy and technical guidance on trade issues to the business community;
(iii) Coordinating the development of wholesale hubs/ wholesale markets and tier 1 retail markets in the distribution value chain;
(iv) Managing business information data bank;
(v) Facilitating the settlement of trade disputes; and responding to public complaints/customer care issues.
In addition, the Director will be responsible for coordinating planning and administration of trade and investment functions of the county; providing consultancy and technical guidance on trade issues in the county; managing business information in the county facilitating the settlement of trade disputes at the sub county level; addressing public complaints/customer care issues; and organizing and participating in interactive trade fora.
The Director will also be required to coordinate the preparation of county work plans, setting of performance targets and budget estimates; and guide and supervise staff in the directorate.
Requirements for Appointment
For appointment to this grade, an officer must have:-
(i) Served in the grade of Senior Assistant Director, Internal Trade for a minimum period of three (3) years;
(ii) Hold a Bachelor’s degree in any of the following disciplines:- Commerce, Marketing, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations or its equivalent from a recognized institution;
(iii) Masters degree in any of the following disciplines:- Commerce, Marketing, Business Administration, Business Management, Business and Information
Technology, Entrepreneurship, Trade Law, Economics or International Trade/Business/Relations from a recognized institution;
(iv) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
(v) Certificate in computer applications from a recognized institution; and
(vi) Demonstrated a thorough understanding of national goals, policies and development objectives and the ability to translate them into trade development programmes/projects;
(vii) Satisfy the requirements of chapter six of the Constitution of Kenya.
