COUNTY DIRECTOR (REVENUE); JOB GROUP ‘R’ – ONE [1] POST ADVERT NO.
34/2021/2022

Salary Scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x 6, 790 – 153,170 p.m.

Duties and Responsibilities

The Director Revenue will be responsible to the Chief Officer Finance (County Treasury)
for coordination and management of the revenue function in the County.
Specific Duties and responsibilities at this level will entail:-
(i) Overseeing the development and review of policies, guidelines, procedures,
strategies and standards on revenue collection;
(ii) Monitoring the collection of revenue from designated revenue collection
points and ensuring banking;
(iii) Analyzing recommendations contained on reports on revenue collection and
taking appropriate action;
(iv) Issuing demand notices and invoices and making follow-ups;
(v) Overseeing the conduct of revenue collection audits;
(vi) Facilitating enforcement of forfeitures, penalties and fines;
(vii) Custodian of the database on revenue collection points, defaulters and
debtors;
(viii) Overseeing the preparation of revenue collection schedules and projections;
(ix) Facilitating the conduct of investigation on revenue related court cases in
liaison with the relevant department or section;
(x) Overseeing the conduct of revenue collection sensitization progammes and
overall supervision, appraisal and management of staff.

Requirements for Appointment
For appointment to this grade, an officer must:-
(i) Have served in the grade of Senior Assistant Director, Revenue Collection or a
comparable and relevant position in the public service for a minimum period
of three (3) years;
(ii) Hold a Bachelor’s Degree in any of the following disciplines:- Commerce
Accounting, Finance option, Business Administration (Accounting or Finance
option) or any other equivalent qualification from a recognized institution;
(iii) Master’s Degree in any of the following disciplines: Commerce, Accounting,
Finance, Business Administration (Accounting or Finance option), or any other
equivalent qualification from a recognized institution;
(iv) Have a Certificate in Strategic Leadership Development Programme lasting
not less than six (6) weeks from a recognized institution;
(v) Be registered by a relevant professional body
(vi) Be a person of integrity;
(vii) Have a Certificate in computer applications;
(viii) Have demonstrated professional competence and managerial capability
required for effective planning, organization, and administration of the
Revenue Collection function;
(ix) Have a thorough understanding of County development policies, goals, and
objectives and the ability to translate them to the Revenue Collection Policies
and Programmes.
(x) Satisfy the requirements of chapter six of the Constitution of Kenya.
