COUNTY DIRECTOR (VOCATIONAL TRAINING) – JOB GROUP “R” – ONE [1] POST ADVERT NO. 19/2021/2022
Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
The Director Vocational Training will be responsible to Chief Officer Education and ICT for all technical and administrative programmes, projects and activities in the County.
Specific duties and responsibilities will entail:-
(i) Coordinating initiation, formulation and implementation of policies on youth polytechnic training, advising on implementation of youth polytechnic curricular and co-curricular activities to maintain standards;
(ii) Overseeing assessment of upcoming youth polytechnics capacity of registration as training institutions and examination centers;
(iii) Strengthening strategic partnerships and collaborations among stakeholders on revitalization, rehabilitation and promotion of youth polytechnic training;
(iv) Ensuring resources are mobilized to support youth polytechnic training;
(v) Coordinating management and disbursement of youth polytechnic tuition scheme and grants;
(vi) Overseeing development and integration of information communication technology in youth polytechnic training, supporting innovative initiatives and business incubations in youth polytechnics;
(vii) Undertaking research and consultancy on issues of youth polytechnic training;
(viii) Initiating and facilitating development and management of youth polytechnic information systems;
(ix) Building capacity in youth polytechnics by conducting regular human resource planning;
(x) Coordinating establishment of functional boards of management to manage youth polytechnics;
(xi) Liaising with stakeholders on the domestication of the drawings and bills of quantities for infrastructure development; and
(xii) Participating in monitoring and evaluation of youth polytechnic programmes and projects.
In addition; Director, Vocational Training will be responsible for advising the board of management on prudent management of youth polytechnics funds; coordinating the implementation of the departmental strategic plan, performance contracting and annual work plans; monitoring performance management; undertaking to budget; ensuring the promotion of operational accountability, and supervising and developing staff.
Requirement for appointment
For the appointment of this grade, an officer must have:
(i) Served in the grade of Senior Assistant Director Youth Training /Vocational Training for minimum period of three (3) years;
(ii) Hold a Bachelor’s degree in any of the following disciplines: Education or Technical Education from a recognized institution;
OR
i) Bachelor’s degree in Science/Arts with a Post-Graduate Diploma in Education from a recognized institution;
ii) Master’s degree in any of the following disciplines: Education or Technical Education from a recognized institution;
iii) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
iv) Certificate in computer applications from a recognized institution;
v) Satisfy the requirements of chapter six of the Constitution of Kenya; and demonstrate merit and ability as reflected in work performance and results.
