COUNTY DIRECTOR (EARLY CHILDHOOD DEVELOPMENT EDUCATION); JOB GROUP ‘R’ – ONE [1] POST ADVERT NO. 35/2021/2022
Salary Scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
The Director Early Childhood Development Education will be responsible to the Chief Officer In-charge of Education and ICT for all technical and administrative programmes, projects and activities in the directorate.
Specific duties and responsibilities will entail:-
(i) Coordinating initiation, formulation and implementation of policies on Early Childhood Development Education;
(ii) Overseeing assessment of upcoming Early Childhood Development Education Centers’ capacity of registration as learning institutions and examination centers;
(iii) strengthening strategic partnerships and collaborations among stakeholders on revitalization, rehabilitation and promotion of Early Childhood Development Education;
(iv) Ensuring resources are mobilized to support Early Childhood Development Education;
(v) Coordinating management and disbursement of Early Childhood Development Education tuition schemes and grants;
(vi) Overseeing development and integration of information communication technology in Early Childhood Development Education, supporting innovative initiatives in Early Childhood Development Education Centres;
(vii) Undertaking research and consultancy on issues of Early Childhood Development Education; initiating and facilitating development and management of Early Childhood Development Education information systems;
(viii) Building capacity in Early Childhood Development Education Centres by conducting regular human resource planning;
(ix) Coordinating the establishment of functional Boards to manage Early Childhood Development Education;
(x) In addition; the County Director, Early Childhood Development Education will be responsible for: advising on proper management of Early Childhood Development Education Centres; coordinating the implementation of the departmental strategic plan, performance contracting and annual work plans; monitoring performance management; undertaking to budget; ensuring the promotion of operational accountability, and supervising and developing staff.
Requirement for appointment
For the appointment of this grade, an officer must have:
(i) Served in the grade of Senior Assistant Director Early Childhood Development Education for a minimum period of three (3) years or in a comparable position in a public or private institution;
(ii) Hold a Bachelor’s degree in any of the following disciplines: Early Childhood Development Education, Education or Technical Education from a recognized institution;
OR
Bachelor’s degree in Science/Arts with a Post-Graduate Diploma in Early Childhood Development Education from a recognized institution;
(iii) Masters degree in any of the following disciplines: Early Childhood Development Education, Education Psychology, Education Management, Education or Technical Education from a recognized institution;
(iv) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
(v) Certificate in computer applications from a recognized institution; and
(vi) Demonstrated merit and ability as reflected in work performance and results.
(vii) Have demonstrated organizational ability in an educational institution and be an all-round education leader familiar with the national education system;
(viii) Be conversant with legal provisions in education, knowledge of curricular development and implementation, knowledge of current trends, policies and developments in the education sector;
(ix) Have proven ability in improving and maintaining high teaching and learning standards in educational institutions;
(x) Satisfy the requirements of chapter six of the Constitution of Kenya.
