COUNTY DIRECTOR (SUPPLY CHAIN MANAGEMENT SERVICES – JOB GROUP “R”
– ONE [1] POST ADVERT NO. 24/2021/2022

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

The Director Supply Chain Management Services will be responsible to the Chief Officer,
County Treasury the procurement of goods and services at the optimal price and delivery
cycle, and the disposal of County assets , to ensure value for money and the management
of contracts between the County and third parties.

.Specific duties and responsibilities will include:.
(i) Policy development and interpretation on supply chain management;
(ii) Advising the Chief Officer, Finance on matters on Supply Chain Management;
(iii) Guiding the overall Supply Chain Management policy and management;
(iv) Issuing administrative guidelines on implementation and interpretation of the
Act, Regulations and other statutes;
(v) Introducing modern inventory management techniques and approaches;
(vi) Implementation of e-government procurement strategies;
(vii) Guiding research and development;
(viii) Interpretation of international trade agreements/policies related to
procurement;
(ix) Participating in negotiations in matters pertaining to Supply Chain
Management;
(x) Providing overall guidance on the framework and consortium buying;
(xi) Guiding public-private partnerships and concessioning in infrastructure and
specialized services;
(xii) Participating in government asset management;
(xiii) Implementing inventory management information system;
(xiv) Providing guidance and approvals of policy and procedure manuals;
(xv) Liaising with other financial management functions, providing overall guidance
on contract design and management;
(xvi) Guiding disposal of county government inventory and other assets;
(xvii) Advising on procurement reviews filed against departments;
(xviii) Advising on quality assurance on goods, works and services;
(xix) Management, training and development of Supply Chain Management
personnel; and representing the Chief Officer in relevant meetings on
procurement matters.

.Requirements for Appointment.
For appointment to this grade, an officer shall be a member of a recognized Purchasing
and Supplies Management professional body and must have: -
i) Served in the grade of Senior Assistant Director, Supply Chain Management
Services or a comparable and relevant position in the Public Service for a
minimum period of three (3) years;
ii) Hold a Bachelor’s degree in any of the following fields: Purchasing and Supply
Management, Business Administration, Commerce, Logistics and Supply Chain
Management, Law or any other relevant qualification from a recognized
institution;
iii) Masters Degree in any of the following:- Purchasing and Supply Management,
Business Administration, Commerce, Logistics, Entrepreneurship, law or any
other relevant qualification from a recognized institution;
iv) Attended a strategic leadership course lasting at least three (3) months at a
recognized institution;
v) Demonstrated a high degree of professional competence, administrative
capacities and initiative in the general organization and management of the
supply chain management function and possess a thorough understanding of
supply chain management issues and emerging trends and techniques; and
vi) Understanding of national goals, policies and objectives and the ability to
translate them into supply chain management policies and programmes.
ii) Satisfy the requirements of chapter six of the Constitution of Kenya.

.In addition to the above requirements, a Director must have the following key
competencies:.

i) A high degree of professional and administrative competence and
leadership qualities required for effective planning, direction, control and
coordination of management programmes;
ii) A thorough understanding of national goals, policies and ability to articulate,
interpret and translate them to supply chain functions;
iii) Ability to build and sustain networks management; and
iv) Personal integrity, a strong commitment to openness, honesty and
inclusiveness; demonstrating tolerance, approachability and capacity
to inspire trust in others.
