COUNTY DIRECTOR (PUBLIC WORKS) – JOB GROUP “R” – ONE [1] POST

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
The Director Public Works will be responsible to the Chief Officer Public Works, Transport
and Infrastructure and will head the Mechanical and Transport Directorate and be
responsible for all matters pertaining to mechanical engineering (motor vehicles) and the
Mechanical and Transport Fund (MTF).
Specific duties and responsibilities include;-
(i) Formulation of policy and development of standards for procurement and
maintenance of vehicles, plant and mechanical equipment;
(ii) Allocation of resources to ensure the optimum utilization and working
efficiency of all vehicles, plant and equipment maintained by the Department’s
workshops and asset register of the same;
(iii) Assessing the future workload and planning the development of workshops,
manpower and financial/resources;
(iv) Provision of technical advice and assistance to other departments, client
departments, government bodies, public and private sector on matters relating
to mechanical engineering, motor vehicles, plant and equipment; staff
management and development.
Requirements for Appointment
For appointment to this grade; an officer must have:
i) Served in the grade of Senior Principal Superintending Engineer (Mechanical)
or comparable and relevant position in the Public Service for at least three (3)
years;
ii) Hold a Bachelor’s Degree in Mechanical Engineering or equivalent and relevant
qualification from a recognized institution;
iii) Master of Science degree in Construction Engineering Management or
equivalent from a recognized institution.
iv) Been registered by the Engineers Registration Board of Kenya;
v) Current valid annual Practicing License from Engineers Registration Board of
Kenya;
vi) Membership with the Institute of Engineers of Kenya (IEK);
vii) Attended a Strategic Leadership Development Course lasting not less than six
weeks from a recognized Institution;
viii) Demonstrated a high degree of professional competence, administrative
capability required for effective planning, direction, control and coordination of
mechanical engineering development programmes; and
ix) A thorough understanding of National goals, policies and programmes and the
ability to translate them to the mechanical engineering functions;
x) Satisfy the requirements of chapter six of the Constitution of Kenya.
