Job Description

COUNTY DIRECTOR (WATER AND SEWERAGE) – JOB GROUP “R” – ONE [1]
POST ADVERT NO. 27/2021/2022

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

The Director Water and Sewerage will be responsible to the Chief Officer- Water,
Environment and Natural Resources for planning, directing, controlling and coordinating
technical administrative activities of water and sewerage systems.

Specific duties and responsibilities will entail:-
(i) Preparing professional and quality standards for construction of water supply
and sewerage infrastructure;
(ii) Overseeing the construction of water and sewerage works undertaken directly
or by contract;
(iii) Formulating, monitoring and evaluating requirements of the physical and
financial progress of development projects and programmes;
(iv) Verifying technical tender documents on water supply and sewerage
infrastructure;
(v) Overseeing the formulation of water pricing policies and strategies for rural,
urban and wastewater systems and liaising with development partners and
other stakeholders in the water sector for the effective formulation, planning,
coordination and implementation of water projects and programs.

In addition, the Director will be responsible for developing and implementing the strategic
plan and work plans; budgeting for the directorate and deployment, training and
development of staff in the directorate.

Requirement and Appointment
For appointment to this grade and officer must:-
i) Have served in the grade of Principal Superintending Engineer (Water and
Sewerage) for a minimum period of three (3) years;
ii) Hold a Bachelor’s Degree in Water Engineering from a recognized institution;
iii) Master’s degree in Civil Engineering from a recognized institution;
iv) Be registered by the Engineers Registration Board of Kenya as an Engineer;
v) Have current valid annual Practicing Licence from the Engineers Registration
Board of Kenya;
vi) Be a member of the Institution of Engineers of Kenya (IEK);
vii) Have certificate in Strategic Leadership Development programme lasting not
less than six (6) weeks from a recognized institution;
viii) Have certificate in computer applications from a recognized institution; and
ix) Have demonstrated general administrative ability required for direction, control
and implementation of water and sewerage engineering programs and
projects;
x) Satisfy the requirements of chapter six of the Constitution of Kenya.
